This would have been on the half mile configuration. The track was not
reconfigured to a 3/8s mile until 1989

Is the track name correct: shouldn't this be Mt. Clemens Speedway in Mt.
Clemens rather than Owosso Speedway in Ovid? Or are they one and the same?

Following up, they couldn't possibly be the same seeing as how Owosso
(west of Flint in Clinton County) is nowhere near Mt. Clemens in Macomb
County.

So I'm guessing that this race and perhaps a couple others are assigned
to the wrong track.

This is the Mt. Clemens Race Track, not Owosso.

It got lost with the redo of the ARCA site this year, but here's video
of the 1984 race:
