It appears Jean-Paul Cabana had a flat tire in this one at some point,
I'd think anything more major would cost more laps given how short the
track.

I'm not 100%, but I think Capital City (race sponsor) refers to the
media company that notably bought ABC the same year - which would make
sense both year-wise & in terms of sponsoring this race and an ARCA race
in Michigan a week & a day apart (the ARCA race being the preceding)

The Coors Tour's lone trip North of the Border to the Capital City
Speedway sees this one come down to a battle between Robbie Crouch and
Beaver Dragon after Jean-Paul Cabana had his issues. Crouch got past
Dragon with only six laps left in the race and pulled away to take the win.

The Capital City name for the track and the race likely comes from this
race being held just outside Ottawa, the national capital of Canada.
