How is this counted as a combo race? Only 3 Busch North drivers were in
the field of 45.

It was a combination race in that Busch North drivers could fall back on
a couple provisional spots to make the field. Traditionally, not many
drivers made the attempt in a stacked field, but you'd have a couple.
