This was the fifth year of that setup, with Walters being the third different winner in that time as he ended Mike Cope's three-year reign of terror on the high banks. The 400 reverted back to ASA sanctioning in 1999. One afternoon after his semi-infamous defeat at the hands of Frank Kimmel in the undercard ARCA show, Scott Neal falls well short of redemption when his engine fails with 58 laps to go.
