They haven't retroactively awarded wins to the runner-up finisher decades later as far as I know. Why would they do so now? Personally, I don't think Spencer really DESERVES either of his wins, but he's always going to be credited with them, and he'll always be considered one of NASCAR's "triple-threats" for being credited with wins, like it or not. I'm not saying they should change history and take away his wins. But as fans we have the right to feel like he didn't deserve to win. And I get that Spencer is far from the only offender, but that's one of the most glaring examples and seeing as he got his only two wins that way, there is definitely an asterisk that goes next to his name. But NASCAR needs to do more, period, about illegal cars that win races. Bowyer at New Hampshire a few years ago. Richard Petty at Charlotte late in his career. Too many KBM truck series wins to count. And then you have times that people flat-out wreck a driver to win, like Edwards at Gateway and John Hunter in Canada. Depending on the severity of the violation, drivers should absolutely be stripped of their wins. How far does it have to go before something like that happens? Spencer led the most laps but after Stuart Kirby, running top 10, made contact with Terry Cook sending him into the inside wall, it set up a really good battle between Edwards and Spencer for the win. Edwards spent all he could to pass the 2. Spencer made slight contact with Edwards on the outside, causing the 99 to pancake the wall with about 10 laps remaining. Amazingly, despite a totally destroyed right hand side of the truck, Edwards as able to hold on to 2nd place. But after that contact, Spencer went uncontested to the win. Spencer, in victory lane forgot Edwards' name and he called him "The kid that did cartwheels", but went on to say that he was certainly going to be a Winston Cup driver.
