Yes, Cowart was in this race, it was his final NASCAR event.
He qualified 30th (Berrier was 31st) and you can clearly see his
(in)famous #0 Masters Inn Economy Ford during the parade laps on TNNs
footage. But apparently he missed pre-race inspection and got
black-flagged even before the start. That's probably the reason why they
never listed him in the results.

In this clip from the race coverage, Cowart's car is indeed clearly visible
at the 7:14 mark while they talk about Marcis.

Randy MacDonald's car MAY have been a Ford. The starting lineup photo
showed the #79 as a T-Bird but it may have been an inaccurate photo (It
also showed Cowart's car as the black/yellow #0 he had at Daytona)

Mentioned in the broadcast, Mike Skinner's #31 in this race was the car
Dale Earnhardt won the 1995 Brickyard 400 in.

Fin 31, St 30 #0 Delma Cowart Masters Economy Inns Ford (owned by H.L.
Waters), 0 laps, $0, disallowed, 0 laps led

(Ed Berrier started 31st when factoring in Cowart)

This was Delma's last NASCAR race. NASCAR slapped him with a fine for
trying to start the race without his car going through inspection first.
He decided not to pay it and just not run in the series again.

They mentioned in the pre-race that Joe Ruttman's car "had problems" and
wouldn't be around. Any idea what car he was driving?

"A reader saw on Speedvision that Joe Ruttman will be driving a #55 Ford
Thunderbird in the Winston Open. Supposedly Michael Waltrip would be
listed as the car owner, although it's essentially a second Wood
Brothers car. Waltrip said they hoped to field the car in the Open and
in two or three Cup races later in the year(5-6-97)"

And according to the qualifying report, Ruttman's issue was that he
crashed in qualifying. Ed Berrier and Gary Bradberry also crashed in
quals but had backup cars.
