First three drivers started from positions 20 and beyond on the grid.
Was there a problem with qualifying?

The starting positions were determined by a random draw (according to
Ultimate Racing History.)

Note: here's the explanation for both 8th place:

George Gallup and Neil Cole were each paid for 8th place. Scoring mix-up
caused Neil Cole to be listed out of the top 11, and when score cards
were tailed, it was discovered that he completed the same number of laps
that Gallup did. Officials decided to declare both as 8th place finishers.

So for NASCAR officially there is no 9th position in this race.

And for the qualifying: No time trials due to inclement weather forced
officials to draw for position.

There was a 26 day break between the race in South Bend, and this one
Would be unheard of today

Larry Shurter should be #75.

Also note he flipped his car in qualifying and patched up for the race
