It appears they just rounded Baker's lap time to 27 seconds flat. 27 seconds per half mile is 54 seconds per mile, which is 0.015 hours per mile, and the reciprocal of that is 66.666, and I think it's a lot likelier in that era that they just rounded his lap time to 27 seconds precisely when it really wasn't. 9.
