This race began on Sunday afternoon, but was halted by rain. The track
was so muddy that the race didn't resume until Tuesday evening, being
completed under the permanent track lights then in use at the Virginia
State Fairgrounds track.

Both Yarborough and Blackburn are shown as qualifying 18th. No one is
shown as 8th

I'm more confused about Bob Cooper starting 0th

As noted by his status, Cooper didn't actually start this race at all,
in any position.

In those days NASCAR often omitted starting positions for such drivers.
Cooper could be arbitrarily assigned the 27th starting spot, but I'm not
sure that would be any more valid than what's there now.

@7 is correct. Ultimate Racing History lists Bob Cooper as having
started* 27th.
