Earl Brooks and Jack Anderson are both listed as starting 13th, with no
one starting 15th.

That error is in the official race report as well.

@2 - we see that not infrequently in the old race reports, and I've
often wondered if it's a typo (most likely) or if it's saying both
drivers ran the same time in qualifying (which happens occasionally,
especially with the less high-tech timing of that era).
