This street circuit through the capital of Switzerland serves as Formula
E's replacement for its one-off Zurich race. Possible conflicts with
local events in Zurich led to the Swiss round of the championship moving
to Bern for its second event.

odd I thought racing was illegal in Switzerland

They lifted the ban exclusively for electric car circuit racing, as
mentioned in the first post Formula E already held a race in Zurich.
Also hill climbing has always been legal, it's only circuit racing that
has restrictions.

Circuit restrictions were lifted for fully-electric vehicles in 2015.
